We have Shenzhen Special Economic Zone in South China, and City Heihe in the North------says Mr Hu Yaobang.
City Heihe has been supplied with blood from the Nation's heart, from which the border city is far away. " We have Shenzhen Special Economic Zone in the South, and City Heihe in the North, letting the two cities soar up as the two wings of a bird."-----said Mr Hu Yaobang, the Party's Secretary General then in 1984 when he inspected the city, with great expectation of prosperity of the land. Inspired and encouraged by his expectation, Heihe people gained accession into Russian market (then Soviet Union) in September, 1987, attracting all eyes from North-East Asia onto the land, having made a great step forward in making rich both the land and the people there just as an orchestra has started a new symphony chapter.
Following the steps of our leaders, are coming to the land authorities of our Republic with overall situation in their mind and far-reaching sight in their eyes, suggesting measures of reforms and innovation and encouraging local people making still greater steps on the road leading to still greater opening.
